Helping Victims vs. Retraumatizing Them, Forensic Nurse:"In the 1990s, SANE programs sprang up in communities across the country to address the inadequacy of the traditional model for sexual assault medical evidentiary exams. According to the U.S. Justice Department Office for Victims of Crimes (OVC)'s bulletin1, victims are often retraumatized when they come to hospital emergency departments for medical care and forensic evidence collection. Where they exist, SANE programs have made a profound difference in the quality of care provided to sexual assault victims." ******************************************************

Provides the victim with initial crisis intervention, emotional and social support.
Performs sexual assault exam, evidence collection and preservation of evidence prior to submission of evidence to police (i.e. evidentiary exam).
Provides education to community groups, high schools, colleges, law enforcement agencies, and emergency medical personnel." ******************************************************
Payment for Forensic Exams - National Center for Victims of Crime:"With the passage of the Violence Against Women Act (VAWA) in 1994, Congress specifically addressed the problem of sexual assault victims being charged with forensic exam costs.(1) Requiring states, Indian tribal governments, and local governmental agencies to assume responsibility for the "full out-of-pocket cost of forensic [sexual assault] medical exams"(2) in order to qualify for the S.T.O.P. (Services Training Officers Prosecutors) Violence Against Women Formula Grants Program, provided incentives for states to find alternative ways to cover the costs of sexual assault evidentiary exams.
In order to receive these federal funds, states must certify that sexual assault victims will not be responsible for the forensic exam costs, and designate an entity to pay for the exams. Although this requirement must be met for grant eligibility, the grants available under VAWA are not intended to be used to pay for forensic exams; instead, the funding is earmarked for a variety of other services related to violent crimes against women." ******************************************************
Summa Dove Program, Suspect Evidence Collection Program, Summa Health System:"Evidentiary Exams. The DOVE Program, in cooperation with Summit County law enforcement agencies, conducts voluntary and court-ordered evidentiary examinations. DOVE nurses collect evidence, including blood and hair samples, for use in the prosecution of suspects. Nurses are available, by appointment, and can provide on-site services to law enforcement agencies." ******************************************************
Medical/Evidentiary Examinations, Child and Adolescent Abuse, Resource, Evaluation (CAARE) Diagnostic and Treatment Center, UC Davis:"Medical/evidentiary exams are provided for children brought to the Center by patrol officers and Children's Protective Services' (CPS) social workers. Results of these exams assist detectives, social workers, and prosecutors to distinguish between accidental and non-accidental injury. Medical evaluations include taking a complete history, performing a complete physical examination, documenting findings, and consulting with law enforcement officers, CPS social workers, and attorneys. The Center has contracts with thirty law enforcement and CPS agencies in Northern California to provide these services." ******************************************************

Data can include information such as the likelihood of finding sperm at a specific site at a specific time and the likelihood of a sexual assault victim being injured during the assault.16 Such data can aid law enforcement and prosecution efforts. For example, the above information can help prosecutors who need to explain that the lack of injuries or the absence of sperm does not mean that a woman was not raped.17" ******************************************************
Forensic Evidence Collection and Care of the Sexual Assault Survivor: The SANE-SART Response, VAWnet:"The SANE program operation steps described include: the initial medical evaluation and the evidentiary exam. The paper explains basic documentation, the recommended time frames and chain-of-evidence collection for the exam, and provides information about collection of DNA, seminal fluid, blood and urine evidence. It describes documentation and responses to potential pregnancy, genital trauma , and non-genital injuries. It describes "emergency contraception" options the programs can offer if the sexual assault victim is afraid of pregnancy, discusses crisis intervention and counseling, and describes things the survivor may feel after the exam." ******************************************************
